What these records measure

The Office of Field Operations (OFO) counts encounters at land ports for all nationalities, including U.S. citizens. U.S. Border Patrol (USBP) counts encounters between ports for non-U.S. citizens. These populations are kept separate.

An encounter records a border enforcement interaction. A terrorism-related record at the time of encounter does not establish a terrorism conviction or entry into the United States. CBP explicitly notes that port totals can contain repeated encounters with the same individual.

The current source describes terrorism-related records that may include TSDS records. Its wording does not establish a consistent TSDS-only definition across historical years. The original page is preserved so the figures and definitions can be checked together.
