These are recorded suspects, not findings of guilt or convictions.

Definitions & limitations

Police-recorded suspects, not convictions or offences. BKA counts a person once within each annual offence category; people recur across categories and years. Non-German includes people without German citizenship, including stateless or unresolved nationality and non-residents. German dual citizens are classified as German. Counts are not all migrant crimes or population rates. Legal and recording changes affect comparability: the 2016 sexual-law reform, later sexual-offence changes, the 2021 threats-law expansion and 2024 cannabis reform require care. The cannabis change also breaks comparison between the transitional 2024 year and the first full year in 2025 for all offences, offences excluding immigration law and drug offences. The chart marks relevant boundaries. The overall counts cannot be compared as unchanged legal coverage across these reforms. Categories overlap and must not be added together. Nationality does not identify birthplace, naturalization or immigration status.

These data identify citizenship or nationality. They do not separately identify foreign-born people or naturalized citizens. Counts are not population rates, and changes can reflect reporting, enforcement or justice-system practices.
